Innovation in Cooperative Extension: A Qualitative Study of Organizational Drivers, Barriers, and Outcomes

Abstract

This qualitative study explored how Cooperative Extension professionals understand, develop, and implement innovation as organizational conditions change. Using diffusion of innovations and organizational theory as guiding frameworks, the study examined why selected Extension innovations were developed, what needs they addressed, what barriers and supports shaped implementation, and what outcomes participants associated with them. Data came from semistructured interviews with six Extension professionals who had led or contributed to recognized innovative programs or services. We analyzed the interviews using systematic thematic analysis, with document review, member checking, peer debriefing, and reflexive journaling used to strengthen trustworthiness. Four themes emerged: reframing Extension’s public value, expanding access through new delivery models, navigating organizational and resource constraints, and building legitimacy through partnerships, visibility, and evidence of value. Findings suggest that innovation in Extension depends on more than new program ideas. Organizational structure, leadership support, resources, community trust, and the ability to demonstrate public value shaped what participants could do. Participants emphasized responsiveness to local needs, reduced barriers to participation, strong partner relationships, and preservation of Extension’s educational mission while adapting to contemporary conditions. Recommendations include supporting cross-program and cross-institutional collaboration, providing flexible leadership and staffing support, investing in authentic community partnerships, and improving evaluation systems that distinguish short-term outputs from longer-term outcomes.
